How to Enable POP3 in Microsoft Exchange 2007
This topic explains how to enable the Post Office Protocol version 3 (POP3) service for Microsoft Exchange Server 2007. When you install Exchange 2007, the POP3 service is not started. You can use the Services snap-in in Microsoft Management Console (MMC) or the Exchange Management Shell to set the POP3 service to start automatically.
FIRST We need to enable the POP3 to run as Automatic in services

In the Services snap-in, in the console tree, click Services (Local).

In the results pane, right-click Microsoft Exchange POP3, and then click Properties.

On the General tab, under Startup type, select Automatic, and then click Apply.

Under Service status, click Start, and then click OK.
SECOND We need to open the Exchange Management SHELL, not console and not just the regular command prompt. It must be the Exchange SHELL.
RUN THE FOLLOWING COMMAND

- Set-service msExchangePOP3 -startuptype automatic
Once the above is complete, only takes a moment, run the following

- Start-service -service msExchangePOP3
That's it, you should now be able to use POP3.
